According to Decree 1609 of 2024, the property tax assessment will increase by 3% for most properties in Colombia.
This adjustment is based on the inflation target projected by the Bank of the Republic for 2025, which is 3%.

Here are the updated values for different property types:

✔ Urban properties not formed or updated in 2024: 3% increase
✔ Rural properties not formed or updated in 2024: 3% increase
✔ Rural properties used for agricultural activities: 3% increase

📌 Exception: Properties that were automatically updated in 2024 using IGAC’s mass update methodology will not receive this additional increase.

How does this affect property owners? 

The adjustment in the avalúo catastral directly impacts the property tax amount. Although the 3% increase seems moderate, it adds to other factors such as possible changes in the tax rate set by your local municipality.

Example:
If your property was assessed at COP $200 million in 2024, it would now be assessed at COP $206 million in 2025.
This could lead to a proportional increase in your property tax depending on the rate applied in your area.

Exceptions and special cases

There are some exceptions to this adjustment:

  • Bogotá and decentralized cadastral systems: Properties in Bogotá and those managed by independent cadastral entities may have different valuation indices.
  • Recently updated properties: If your property was reassessed in 2024 through a detailed technical update, it won’t be subject to the 3% increase.
